TAKE ACTION CALIFORNIA:
Ask Governor Davis to FINANCE GREEN BONDS

Dear Governor Davis,

Please push for green bonds issued at 6% interest and the money made available for photovoltaic financing at 8.5% at 8.5% interest, the average customer's payments would be less than he or she currently pays for electricity in most cases. Whether the bonds are 5 Billion or 50 billion, our crisis will be over and our emissions will be reduced. The level at which would be determined by the amount of the bond.

The power companies that were forced to sell when de-regulation took place still own shares in these companies indirectly. A large portion of these so called losses are owed to their own parent companies who are not being held responsible. They saw an opportunity to legally work the system to make a heap of money and they did. Why make the customers responsible for business/legal loopholes? Please remove the loopholes after the Green Bonds have received your full attention.

Besides photovolataics, there is an array of numerous alternative sources for generation of electricity. There's also solar water heating, and energy conservation measures. Incentives could be implemented. I envision the many benefits of breaking the fossil fuel addiction.

I believe that you have the best of intentions. It does not please me to see you take the fall for the entire country's economic slowdown. It is my hope that you will show the rest of the US that California is the leader in progressive environmental protection. We have creative answers for the our own crisis, and can serve as an example for the rest of the country/world.
